As per Senator Arns, the penalties for such offense should be measured in line with the extent of the scam, money laundering, as well as the rest of the white-collar crimes done. Hence, whosoever was responsible for a crime of up to US$1B causing damage to a large number of persons would undergo a bigger penalty as compared with the one having impacted a smaller number.

Senator Rose de Freitas (who also suggested imposing severe punishments for crypto-based crimes and mentioned that the market of Brazil in advance reached more than $40B in valuation) supported the proposal of Senator Arns.
