UN Secretary-General Warns Against Artificial Intelligence

The Secretary-General warned the United Nations to exercise caution in regulating artificial intelligence (AI) similar to the approach adopted by the International Atomic Energy Agency. The UN’s top executive warned of the generative AI dangers as the matter features in the high-level discussions held by world dangers.

UN Secretary General Supporting AI Regulations

António Guterres’ warning to the member states echoes the pronouncements issued by voices demanding regulation of AI technology. He acknowledged that alarm bells over the super-powerful models of AI released recently are deafening and loudest among the developers. 

In his address on Monday, June 12, Guterres supports the scientists’ and computing experts’ perspective to declare AI posing an existential threat to present and future humanity on terms parallel to the nuclear war risks. 

Artificial intelligence potential is raising concerns over its potential impact to destroy the social order. The perspectives are shifting beyond the initial belief that AI technology has immense power to transform business operations. In particular, the primary concerns surround ethics, privacy, and nature to humanity. Hollywood writers are leading the criticism of AI tech as taking over the job that remained after automation and robots eliminated a significant portion. 

Guterres’ comments coincide with the UN issuing a report titled ‘Information Integrity on Digital Platforms’ emphasizing the necessity to utilize AI responsibly. The report warns against the abuse of deepfakes within conflict zones. Also, the European Parliament approved the world’s only AI legislation. 

Artificial Intelligence Has Destructive Impact and Aggravating MisInformation 

Artificial intelligence abuse is a critical concern for the United Nations. The Secretary-General downplays its advent as yielding gains. He asserts that the world should not lose sight of the destruction digital tech is causing through increased hate speech and online-based misinformation.

Guterres laments that the proliferation of dishonest lies and hate experienced within the digital space results in global harm. He illustrates that the scale is propelling conflict, death, and destruction. He regrets that leaving the proliferation without check threatens to erode democracy and violate human rights. Gradually, AI would undermine public health and efforts toward sustainable climate action. 

UN to Establish AI Advisory Board

Guterres is optimistic about leading the lobbying campaign to rein in threats posed by AI-related initiatives. In particular, he confirmed plans to establish and appoint an AI advisory board to handle the AI-related initiatives.

The board is set to comprise UN scientists and artificial intelligence experts. It would draw members from the Educational, Scientific, and Cultural Organization (UNESCO) and the International Telecommunication Union (ITU). He echoed the pronouncement by the UK Labour Party demanding regulation of AI in a manner befitting the enforcement adopted by pharmaceutical companies and the International Atomic Energy Agency (IAEA).

Guterres indicated that since the IAEA’s establishment in 1957, the UN body had overseen global nuclear activities. He observes that IAEA offers solid knowledge-based institutions supported by regulatory functions. 

OpenAI CEO Demands Agency to Oversee AI Development

Guterres’ emphasis on regulation aligns with the stance portrayed by OpenAI chief executive Sam Altman when testifying before the Senate Judiciary Committee. The AI executive proposed the need to create a government office tasked with setting starts on AI development. 

Altman proposed his support for establishing a new agency licensing all artificial intelligence activities to the lawmakers. He explained that the agency would license AI capabilities complying with the defined capabilities scale. The agency would obligate independent audits of AI technology with parties exceeding the maximum limits that would risk delicensing.

Despite that Guterres favors the establishment of a new international agency, he admits that the public administration infrastructure needs to be added to the UN. It implies that member states must initiate the move with all parties involved required to portray goodwill. 

Guterres amidst that members state and international entities to battle with a scientific and technical perspective. The challenge arises from the involved platforms’ enormous potential and advanced expertise. 

Guterres’ pronouncement aligns with the petition sought by tech executives and scientists led by Tesla chief executive Elon Musk in an open letter penned by the Future of Life Institute (FOLI). 

The letter, signed by 2500 tech executives, among them Steve Wozniak, the co-founder of Apple Inc, demanded a six-month pause in training and releasing AI systems. The petition started weeks after the Microsoft-backed OpenAI introduced its GTP-4 Model in March.
