Two Chinese Intelligence Officers Charged For Bribing Government Employee With Bitcoin

Two Chinese intelligence officers face charges of obstructing justice in a bribery case. According to the US Attorney’s Office, the case involves a US worker who acted as a double agent for the FBI.

The two company officials, Guochun He and Zheng Wan, asked the government employee to steal confidential files about a company based out of the People’s Republic of China (PRC).

The files contain information on the company’s federal criminal investigation and prosecution report. Interestingly, the government employee was undercover and worked with the Federal Bureau of Investigation (FBI) as a double agent.

Charges Against The Two Chinese Intelligence Officers

Guochun He and Zheng Wan were caught after asking a government employee to steal information on a case in exchange for Bitcoin. According to Merrick Garland, the US Attorney General, the pair tried to protect the PRC-based company from facing formal charges.

Garland said, “this was a shocking attempt by the PRC intelligence officers to cover up the dealings of the PRC-based company and to undermine the integrity of our judicial system.” He also disclosed that the government of China wanted to interfere with the rights of the United States resident and undermine the judicial system protecting those rights.

However, he added that they failed. Guochun He and Zheng Wan have been bribing the government worker to steal confidential information for years. They have been paying the worker to steal information regarding the confidential case over the last three years.

In 2021 Guochun He paid $41,000 worth of BTC for a classified SECRET document. Furthermore, Guochun paid the government employee an extra $20,000 in October 2021.

Guochun will be charged with two counts of money laundering related to bribes if found guilty and may face up to 60 years in prison. On the other hand, Wan might get a 20-year sentence.

According to the popular media outlet, the Associated Press, the so-called PRC-based company might be the infamous cell phone manufacturer — Huawei. However, when Alexander Solomon (an assistant US Attorney) was asked during a press conference whether it was Huawei, he declined to answer.
