The dark web is a series of websites, inaccessible by regular search engines which allow people to remain undetected through its use of overlay networks . To this effect, a website called ‘Rewards For Justice’ is currently being pushed by the government to allow willing informants to come forward and report on potential criminal activity. This new provision as reported by CNN is said to be offering informants up to $10 million for any information that could lead to the capture of state-backed hackers. It was advertised recently at a Black Hat hacker conference in Las Vegas through an unsecured Wi-Fi network. This apparently was a targeted effort to advertise this new development to people who would already be largely familiar with the dark web, hacking and cryptocurrency.

The United State’s counter-terrorism program has been in effect since 1984 and has since then awarded over $150 million to over 100 informants through the years. While this might seem like a large sum of money to offer just for information, the information given was actionable and led to the capture of criminals which could have caused the country far more losses in lives and infrastructure.
